The spring breeze has faith, and people's hearts are long. It is my pleasure to participate in the joint meeting of China Textile Industry Federation and China Finance, Trade, Light Textile and Tobacco Trade Union to discuss with you the issue of building the textile industry workforce.
General Secretary Xi Jinping pointed out that social work is an important part of the work of the Party and the state, which concerns the long-term governance of the Party and the long-term stability of the country, social harmony and stability, and the well-being of the people. As the key element of the development of new quality productivity and the main force of Chinese style modernization, industrial workers are the important service objects of social work in the new era. 1、 China's textile industry has entered a stage of high-quality development

The amount and structure of per capita fiber consumption in China has reached the level of the per capita GDP of the moderately developed countries at US $20000 to US $30000. The industry has made constructive contributions to stabilizing the overall economic market, nurturing the momentum of development, balancing the balance of payments, and ensuring people's livelihood and employment.
The innovation chain is deeply integrated with the industrial chain, the new quality productivity is accelerating to form, and science and technology, fashion, green, and health are evolving in a coordinated manner, becoming a new quality state for the development of the textile industry.
Innovation driven technology industry. Focusing on the high-end upgrading of traditional industries and the industrialization of cutting-edge technologies, the scientific and technological attributes of each link of the textile industry value chain are increasingly strengthened. System integration of material innovation, process innovation, equipment innovation, product innovation and platform innovation. High performance fiber production capacity accounts for more than 1/3 of the world; The localization rate of textile machinery exceeded 75%, and the localization rate of key basic parts of high-end equipment exceeded 50%. There is an obvious trend that everything can be woven, and the future industry will become an important form. Carbon fiber, ultra-high molecular weight polyethylene fiber, piezoelectric fiber and other advanced materials have become important supports in fields such as humanoid robots and low altitude economy due to their multi-function, lightweight, flexible design and other advantages.
Culture led fashion industry. The systematic excavation and epochal transformation of excellent traditional culture and contemporary advanced culture are forming a breakthrough path for China's fashion industry. The historical classic industry has new vitality in industrial innovation and modern narration. The scale of the new Chinese clothing market reached 1 billion yuan. Contemporary cultural and creative industries such as online literature, film, television and animation have built a new fashion ecology with IP as the core. The digital economy extends the industrial space. AI redefines the design innovation paradigm, and social media becomes the source of new fashion. Around masters, big brands and major events, world-class enterprises have risen and designer brands have grown rapidly.
Responsibility oriented green industry. From the energy system to the material system, from the manufacturing mode to the circulation mode, from the development strategy to the management system, the "carbon reduction, pollution reduction, green expansion and growth" of the industry has been promoted in an integrated way. The industrialization process of bio based fibers such as Lyocell and PLA is accelerating. Carbon emission statistical accounting and product carbon footprint management system have been steadily promoted. At present, the overall information disclosure quality of textile and clothing listed companies is higher than the average level of A-share listed companies. The process of environmental capitalization and responsibility value is accelerated, and the stakeholders are more diverse.
People oriented health industry. Serving the whole life cycle and the whole process of health, the industry has formed three-dimensional product supply, and the trend of high-end, functional and intelligent is obvious. In the field of life and health, high-end medical textiles, such as artificial blood vessels, artificial valves, tissue engineering scaffolds, have achieved clinical application. In the field of life and health, the industry is deeply integrated into sports economy, sleep economy, silver hair economy and other new scenes. In 2025, China's sports shoes and clothing market will reach 598.9 billion yuan. In the field of occupational health, the size of China's professional clothing market exceeded 300 billion, and the annual growth rate of the personal protective equipment industry reached 15%.
Industrial development drives the development of industrial workers. The textile industry has directly driven the employment of more than 20 million people in the whole society, which is in the forefront of the manufacturing sector. With the emergence of new industries, new formats and new models, textile is forming new employment space in innovation and entrepreneurship. According to the Research Report on the Development of China's Online Audiovisual Media (2024), there are more than 15 million professional network anchors in China, and the clothing live broadcast ranks first. In the new era, building a stable and professional industrial workforce is of great significance for the industry to realize the transition from "large and comprehensive" to "strong and resilient".
2、 In 2024, the construction of textile industry workers will be fruitful
In the past year, centering on the requirements of developing new quality productivity and further deepening the reform in an all-round way, China Textile Federation has insisted on taking the construction of industrial workers as a priority, achieved positive results and opened a new situation.
1. Focusing on the soul, the ideal and belief of industrial workers are more firm
The China Textile Federation has always put the Party building work at the top of the staff team building, and earnestly promoted the Party's theoretical innovation achievements and the important guiding spirit of General Secretary Xi Jinping into enterprises, workshops, teams and minds. Thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, and fully mobilize the enthusiasm and creativity of the whole industry to integrate into reform and development. 2. Stable employment, more healthy ecological development of industrial workers

In the face of the complex situation of internal and external pressures, the China Textile Federation insists on giving priority to employment, implements the relevant policies of refinement, solidifies the foundation for enterprises to stabilize their posts, and expands the increase of employment and entrepreneurship in the industry. Promote the construction of industrial public service platform, carry out precision and professional services such as supply and demand docking, industry and finance docking, and technology docking, and help enterprises, especially small and medium-sized enterprises, solve problems, improve quality and efficiency, and develop healthily. Highlight market orientation, deeply analyze enterprise development needs, carry out multi-level vocational skills training, and solve employment problems. We will continue to optimize employment and entrepreneurship services, expand employment and entrepreneurship channels for college graduates and other young people, and promote the employment of poverty alleviation population and migrant workers. Together with the China Finance, Trade, Light Textile and Tobacco Trade Union, we organized the activities of "model workers helping enterprises" in the textile industry, and the recommended learning activities of "Chinese textile artisans" to promote the spirit of model workers, labor and craftsmanship.
4. Responsibility leads to better protection of labor rights and interests of industrial workers
China Textile Federation adheres to the work orientation of employee development, and is committed to improving the sense of gain, happiness and security of the broad masses of workers. The tools and methods for the construction of industrial social responsibility have been continuously enriched, and the coverage and work effectiveness have been continuously improved. Strengthen practical cooperation, support the Institute of Labor Relations to carry out the "2024 regional and national trade union research", and provide valuable international labor movement information for all parties; Support the General Assembly to promote the formulation of the Law on the Construction of Industrial Workers; Cooperate with the Swedish Embassy to carry out the due diligence training project. The "Family Friendly Factory" project has achieved positive results with the support of the All China Federation of Trade Unions. We will study and explore the rights protection services for workers in new forms of employment, and promote the standardized management of labor employment in the industry. Efforts were made to safeguard the spiritual and cultural rights and interests of the staff and workers, and nationwide recreational and sports activities in various forms were carried out.
3、 The construction of textile industry workers should adapt to the new situation and new requirements
With the transformation and upgrading of the industry itself and the profound changes in the external environment, the construction of the textile industry workforce faces new development environment and work requirements.
1. Adapt to new changes in human resources
From the age structure, education level to value demands, the labor resources are undergoing trend adjustment, leading to systematic changes in the industrial workforce. The development of AI is bringing about the realistic impact of employment substitution. 4、 Realistic and pragmatic, honest and innovative, and systematically promote the construction of textile workers
