The Japanese Trade Promotion Association (JETRO) held a seminar on free trade agreement (FTA) in Hu Zhiming (2013) in June (P).

Mr. Kazunobu Hayakawa, a representative of the Thailand research center on behalf of the P > JETRO, said that the concessions of the ASEAN related FTA in the ASEAN area have some complexity. For example, the relevant enterprises must invest a lot of funds to comply with the specification of 40% (or more) of the rules of origin, but the RCEP agreement only regulate the single origin rules among signatory countries, which can reduce the cost of enterprises, and RCEP only regulate the common preferential measures among the signatory countries. Enterprises do not need to bother to check the list of preferential items in individual countries. Therefore, both large and medium-sized enterprises can make use of the preferential treatment of RCEP.

Mr. Kohei Shiino, deputy representative of the P > JETRO Singapore office, believes that RCEP will create great benefits for the garment industry in Vietnam, for example, at present, Vietnamese enterprises use the standard of the East Association Japan free trade agreement (ASEAN-Japan FTA) to export garments to Japan, its raw material parts must conform to the specifications produced from Vietnam or Japan. However, more than 33% of the raw material accessories used in Vietnam textile products are from China.
