The theme of the month of 2011's "3. 15" publicity and consultation service, established by the the Xinjiang Uygur Autonomous Region trade and Industry Bureau and the the Xinjiang Uygur Autonomous Region Consumer Association, is the theme of "expanding consumption and service first". On this basis, the implementation plan of the "3. 15" publicity month is formulated, and a unified arrangement for the "3 15" International Consumer Rights Day publicity and consultation service month activities in the Xinjiang Uygur Autonomous Region is made.


According to the introduction, during the "3 / 15" publicity and consultation service month, the autonomous region commerce and Industry Bureau and the autonomous region consumer association will carry out the "consumer rights protection into the campus", "scientific leave", "send knowledge, send skills, send services" to the countryside, organize the large and medium-sized enterprises in our district to show their corporate identity, and carry out "low carbon consumption from me" signing activities.


At the same time, we will severely crack down on fake and shoddy commodities and illegal business activities, especially the management of the paction of "home appliances to the countryside" and the quality supervision and inspection of the commodities going to the countryside. We should actively guide the enterprises that have good faith in the rights of consumption, the 12315 fast track and the Consumers Association to set up the station enterprises to play an exemplary role and raise the standard and level of service.


Last year, the industrial and commercial bureau of the autonomous region accepted the consumer complaints special service number 12315, which received 245741 pieces of information. Among them, 208248 were consulted, 30680 were complaints, 6813 were reported, 37458 were handled, 99.91% were obtained, and 27 million 653 thousand and 500 yuan was recovered for consumers.


According to statistics, in 2010, the ten major consumer complaints hotspots, clothing shoes and hat complaints for three consecutive years in the ten largest consumer complaints hotspots in Xinjiang, 10221 received 10221 complaints, mainly concentrated in the quality and price of goods.

However, the number of complaints has been decreasing year by year.

Statistics show that in 2009, the number of complaints about clothing and footwear was 17492, and 22411 in 2008.


It is reported that in 2010, the the Xinjiang Uygur Autonomous Region industrial and commercial system carried out 57 kinds of special rectification, 14665 cases of illegal and illegal cases were investigated, 246 thousand cases of all kinds of consultation, investment and application were reported, and 27 million 98 thousand yuan was recovered for consumers.
