(nine) while strengthening the training of workers in large and medium-sized state-owned enterprises, we should actively train technical backbone for the development of small enterprises, collective enterprises, township enterprises and "three funded enterprises".

Efforts should be made to improve teachers' treatment, carry out commendation activities for outstanding teachers, and mobilize the enthusiasm of teachers.

Three, labor departments at all levels should strengthen the comprehensive management of workers' training.

According to the principles and policies of vocational training of the party and the state, and in accordance with the actual conditions of various regions and departments, the relevant laws and regulations for training workers should be worked out; the implementation of post training, technical level training, class leaders, production backbone and key post workers training, technicians, senior technicians training, special operations personnel and redundant personnel training and other related policies, standards examination and certificate management shall be studied, and guidance, coordination, supervision and inspection shall be carried out.

The labor administrative departments of all regions and departments should adjust and enrich the management structure and strength of the workers' training work. At the same time, we must fully rely on and exert the strength of the departments in charge of industry (enterprises), vocational education, economic departments and trade unions, the Communist Youth League, democratic parties and social groups, so as to cooperate with each other and cooperate with each other to carry out multi form and multi-level training for workers.

Enterprises should investigate and analyze the quality of their workers, predict their demand for talents, formulate long-term plans and annual plans for workers' training according to the actual situation of production development and technological progress, and incorporate them into the production and development plan of enterprises so as to ensure that the workers, people, property and materials that are trained by workers are guaranteed.

Five, we should gradually increase investment in workers' training so that workers' training can be coordinated with the production and technological progress of enterprises.

According to the CPC Central Committee and the State Council's decision on strengthening the education of workers and staff members, 1.5% of the total wages of workers should be allocated to the staff education funds so as to ensure the training needs of skilled workers.

According to the State Council's decision on reform and development of adult education, which is approved by the State Council, the technical training fees for enterprises to develop new technologies and new products can be directly included in the cost. Other training expenses for staff and workers should be incurred in the expenses of retained profits of enterprises, the balance of surplus and after tax, and training expenses for technical development, technology introduction, technological pformation projects or training services for a product, including training expenses abroad, can be expended in the cost of projects. 87.

All enterprises and institutions should actively open up new funding channels, and strive for adequate financial support for workers' training.
