According to the reporter's understanding, due to the "mismatch" of regulatory means and the limitations of the enterprises themselves, the fast growing cross-border electricity suppliers have been wandering in the "grey area" for a long time. It is difficult for them to go through customs clearance and settlement procedures.

Insiders told reporters that under the traditional mode of supervision, cross-border e-commerce pactions are generally handled by logistics companies, such as commercial express companies and postal parcels, which are responsible for customs declaration and export. There are no customs declarations for personal items clearance in postal and express channels, enterprises can not collect foreign exchange and receive foreign exchange, they can not enjoy the export tax refund policy, the profit margins of export enterprises are compressed, and customs clearance procedures are also cumbersome, which greatly hinders the sustainable and healthy development of cross-border electricity providers.

Dongxin company official explained to reporters that "intensive tax refund" can be understood as centralization and simplification.

The "centralized" tax rebate means that the vast number of small and medium enterprises in China, especially those in Dongguan, can complete the tax rebate process through centralized services and get profits.
