According to the recent changes in oil prices in the international market, taking into account the current domestic and international economic situation and the domestic supply and demand of refined oil market, the current price of refined oil will be formed.

First, the supply price of finished oil production and operation enterprises for the army and the Xinjiang production and Construction Corps, the State Reserve gasoline and diesel (standard goods, the same below) is reduced by 300 yuan per ton, and the adjusted supply price of gasoline and diesel is 8280 yuan and 7430 yuan per ton respectively.

The price of other refined oil is adjusted accordingly.

The adjusted standard price of refined oil is shown in Schedule 1.

The price of non-standard products shall be determined by the quality ratio of the finished oil production and operation enterprises according to the state regulations.

Two, for traffic, civil aviation and other special users, the maximum supply price of gasoline and diesel is reduced.

The maximum supply price of adjusted gasoline and diesel standard goods is 8680 yuan and 7830 yuan per ton respectively.

The highest supply price of non-standard products is determined by the quality ratio of the finished oil production and operation enterprises according to the state regulations.

The supply price of gasoline and diesel for railways, fisheries, forestry and agricultural reclamation will be temporarily implemented according to the price of fuel for the army.

The highest supply price of qualified private wholesale enterprises is determined by deducting 400 yuan from the highest retail price.

When the retail price of the market is reduced, the supply price of the private wholesale enterprises should also be reduced correspondingly, and the price difference should not be less than 400 yuan.

The specific supply price can be determined by the supplier and the buyer without exceeding the maximum supply price.

Three, the maximum retail price of gasoline and diesel decreases everywhere.

After adjustment, the maximum retail price of gasoline and diesel in each province (region, city) and central city is shown in schedule two.

The price departments of all provinces (autonomous regions and municipalities) shall adjust the maximum retail price of non-standard goods of gasoline and diesel according to the prescribed quality ratio.

Retail enterprises of refined oil can independently formulate specific retail prices without exceeding the maximum retail price.

Four, the maximum wholesale price of gasoline and diesel is reduced.

The contract stipulate that the highest wholesale price will be deducted from the highest retail price by 300 yuan when the supplier is distributed to the retail enterprise. The contract price is not determined by the contract. The highest wholesale price is determined by the charge departments of all provinces (autonomous regions and municipalities) on the basis of 300 yuan.

When the retail price of the market decreases, the wholesale price should be reduced correspondingly, so that the difference between wholesale and retail price should not be less than 300 yuan.

The price departments of all provinces (autonomous regions and municipalities) make the highest wholesale of non-standard products according to the stipulated quality ratio.

The wholesale oil enterprises can negotiate with the retail enterprises to determine the wholesale price without exceeding the highest wholesale price.

Five. The maximum factory price of liquefied petroleum gas is determined according to the parity relationship between the supply price of No. 90 gasoline supplied by the army and other departments, and the two sides of the supply and demand can negotiate to determine the specific price without exceeding the maximum factory price of 0.92:1.

Six, the adjusted price has been implemented since 0:00 on October 9, 2011.

Seven, PetroChina, Sinopec and CNOOC should continue to play a regulatory role in the upstream and downstream interests of oil companies, balance the interests of all sectors, ease the difficulties of oil refining enterprises, and do well in the convergence of production and distribution of refined oil products to ensure market supply, in particular, strengthen comprehensive coordination and emergency dispatching, ensure the demand for oil in autumn harvest and autumn planting, and urge enterprises to strictly implement the State price policy.

Eight, price authorities at all levels should strengthen price supervision and inspection, crack down on all kinds of price violations, and earnestly safeguard the stability of the refined oil market.

At the same time, we should strengthen the market dynamics and price monitoring of the refined oil products, and report abnormal situations.

Nine, the provincial (city, district) price authorities and PetroChina and Sinopec Group Company will report on the implementation of the price adjustment plan, the market price situation and the existing problems before October 9th at 18:00.
